Are there any DVD players that allow you to go forward or backward by frames while the movie is paused? I need to take screenshots during specific moments and VLC tends to pause several seconds after I hit the button.

QuickTime with the MPEG 2 option can play VOBs and be moved forward or back incrementally. With QuickTime Pro you can also export the displayed frame as a still image.

I think what you want is either DVD Capture or maybe Capture Me. They are both helper applications for DVD Player, which I believe has a frame-by-frame navigation function.
I like systems, their application excepted. (George Sand, translated from French), "J'aime beaucoup les systèmes, le cas d'application excepté." -
