  1. Are there any DVD players that allow you to go forward or backward by frames while the movie is paused? I need to take screenshots during specific moments and VLC tends to pause several seconds after I hit the button.

    QuickTime with the MPEG 2 option can play VOBs and be moved forward or back incrementally. With QuickTime Pro you can also export the displayed frame as a still image.

    I think what you want is either DVD Capture or maybe Capture Me. They are both helper applications for DVD Player, which I believe has a frame-by-frame navigation function.

    I have QT with an MPEG 2 codec, but when I try to load the VOB it says it's a file that QT doesn't understand. It has a VLC icon too.

    On my non-copyprotected DVD I control-clicked on a VOB and chose open with Quicktime Player. It worked fine and I didn't even rip it to the hard drive. In fact, it said the default was Quicktime.
