    I have some NTSC video tapes, and I want to convert it into PAL. Is it possible if I just dub it with 2 VCR?
    Is there any other method?

    The obvious would be to get a dual-format VCR. Other than that, you could capture it and use a tool like Canopus Procoder, or look through the tools section here. I've tried Zealot All Video Converter, but if you read my review of it you'll see I wasn't too impressed :P
