removing white lines

i was just wondering is there anything i can use to remove little white lines that appear on clips through out the clip

What 'white lines' do you mean?
Those at the bottom of a frame when capturing from a VCR
or those small ones (like noise) when capturing from TV?

The bottom ones can be cropped/blacked or ignored.
The other one are difficult to remove,but IIRC there is a AViSynth filter for doing that).Maybe have a look here:

Or is it a different problem?
