I converted an .avi to .mpg and then cut it with TMPGenc v2.1
When I used Roxio CD Creator5 to burn it to the VCD, I get an error saying "system clock reference" is wrong and VCD will not work with your DVD.
The system clock is at 1084. There is also a warning on the audio bitrate (192). The video bitrate (1150) is fine.
I cannot find anywhere in TMPGenc or CDC5 to change the audio bitrate or the system clock reference.
The VCD did burn but my DVD player says "no disc" when I try to play it.

You have to load the VCD templates in TMPGEnc for it to encode your AVI files to VCD compliant MPEGs. It's not just going to do it by itself.
Your MPEG files are not VCD compliant.
You could just re-encode the audio to MPEG-1 Layer 2 audio (standard stereo, bitrate of 224 kbit/s) and then multiplex the video from your existing MPEG with the new audio.
If you use TMPGEnc to multiplex the audio, be sure to set it on "MPEG-1 Video-CD" rather than leave it on auto.
Furthermore, read the guides (the "How To" section) on the left hand menu.

I used the ntsc template in TMPG and the conversion to MPEG went fine and then I cut it with TMPG to 600mb (no bitrate errors like before). That's the good news.
I then used Roxio CDC5 to burn the VCD. Again, no problems.
The bad news is when I put the VCD into my Sony DVP-s530P DVD player, it still says "no disc".
What next?

Your dvd player might not be vcd compatible. Try playing your vcd with windows media player to see if it works.

Most DVD players are VCD compatible.
Many (especially Sony models) are not, however, CD-R or CD-RW compatible. That is, their drives where designed to read CD-R/W media.
You may have to experiment with different CD-R brands to find one that works for you. Often CD-RW media works better in these cases.

Ok.I am very new at this.So bear with me.I downloaded Iron Monkey and it was a AVI file and used TMPGEnc to convert it to a VCD.I did use the ntsc template.It would not fit on one cd so I used the merge and cut feature on TMPGEnc to make 2 cds.Everything went fine,but I could not burn it on Roxio CD5 because I would get that error message system clock reference is wrong.So I would run the files through TMPGEnc again.I was able to burn the VCD.And it played ok on my DVD rom.
My DVD player does support copied VCDs.And Iron Monkey would try to play for 50 seconds and then stop.
Can someone tell me what I maybe doing wrong? -
Firstly, if you set the setting to "MPEG-1 Video-CD" when you cut you won't have this problem.
Secondly, what do you mean by "try to play for 50 seconds". Does it play or doesn't it?
Thirdly, does it say in your DVD manual anywhere that it can read CD-R/W media explicitly?

What I mean when it would play for 50 secs.I meant it played and then it would act like the lenses are dirty and the picture just blotches up. It acts like the CD is dirty ot it got stuck.The DVD player is trying to play it because I hear it, but when I put another copy of a copied VCD, it would play. If my DVD player is not compatible, shouldn't it say "no discs?"
Is there such a thing with regional encoding on a AVI file?

This is somewhat vague... Again, does it say on the front panel of you DVD player or your manual that it can play CD-R/W media explicitly?
Or, if you put an audio CD on CD-R in the DVD player, will it play without problems?

This sounds a lot like it has problems reading the media... or the data was burn on the disc in a corrupted fashion. Does your VCD play in any other stand-alone player? How about on the PC?

Not necessarily. It will only say ths if it can't read the disc at all. If it can "sort of" read the disc, you can have this problem.

No and there is no regional encoding on VCDs either.
