  1. I'm trying to burn VCDs using a program called RecordNow, since it's the only one that'll work with my IBM burner. It can't burn VCDs and can only burn ISO images.

At first I created VCD images using VCDEasy, and then converted the BIN to ISO. This screwed up a few times, so I tried using Nero. I've always used Nero in the past and haven't had any problems burning VCDs the way I used to, except this time I was burning an image and not the actual CD. Then I took the NRG file and converted it to ISO, and burned the ISO using RecordNow.

It seems to be the DAT files that are corrupted. When I put the VCD in my DVD Player it recognizes the correct number of tracks and that the CD is a VCD. Also, when i put the VCD in my CD-ROM drive I can see all the files and folders that should be there. But when I try to play the actual video files they don't work.

    Why is this happening?

I don't see any problem in the method you are following. But something is definatelly ruining your dats.
    try this...
Install daemon tools... Create a virtual drive.
mount the .nrg files and confirm that the .dats are working fine..
Now if they are fine, the problem is with your RecordNow (OR your .nrg to .ISO conversion)..
You can try CD copy (from the virtual drive created by daemon tools) instead of .nrg --> .iso conversion and then writing.

  3. I've heard the an image of a Video CD cannot exist inside a ISO container.

That was a couple of years ago and since then i've stuck to "Disk-At-Once" formats, and have had no problems.

Maybe valuable data is being overlooked in the conversion process.

There are Freeware apps that can handle "Cue / Bin"

This is my understanding too. If you no longer have the bin and cue and are stuck with the nrg, rip the mpeg from it with VCDEasy and reauthor with it too. Burn the bin and cue with VCDEasy or one of the programs au7usa mentioned.
