  1. Why do some progs ask that you reboot after an uninstall and some don't? I have always noticed this but have never really understood why this must be done...Just now I uninstalled a prog and it asked if I want to reboot now or later. What does the comp do once I reboot?

some programs modify/add things to the registry. the only way for windows to recognize these changes is to reboot, and let windows re-load the registry. so if a prog doesnt ask you to restart, then it didnt change the registry

Another reason is that some programs load at startup and remain in memory. While not the only way, the easiest was to remove the startup command (registry as mentioned) and reboot. Often, if programs are in use Windows won't let you delete them. The sequence becomes 1. get them out of use, 2. delete them.
