I am encoding non-standard VCD's and whatever I do the filesize does not change - I set the bitrate to give me an 80mb file so that I can fit approximately 10 videos of this size on a CD-R but the resulting file is always 110mb - even if I half the bitrate down to about 300kbps the filesize still comes out as 110mb. Does anyone know why this is happening?

Yes I posted this in a couple of different places, my apologies.
I understand all about padding, and setting to non-standard and also using the unlock template. I have actually sucessfully created files with different settings many times before but now whatever I do the file size won't change whether I use the standard VCD template or a custom one with different bitrates - whatever I do I get the same file size every single time. I am uninstalled and reinstalled TMPGenc and get the same result so I am complete puzzled as to what is happening here.
