When you convert a fa big file
from avi to svcd and it take 8 hours to do it
What would make it go faster
Add CPU speed or add Mb of RAM ?

CPU speed is more important. More RAM will only let you multi-task better.

If I upgrade from a 1ghz to a 2ghz would i see a big speed difference ?

More RAM could help a lot, but only if you don't have enough RAM to start out with. How much RAM do you have now.
Assuming you aren't memory bound, doubling your CPU speed could halve your encoding time, but it depends on the CPUs you are moving from and to. Going from a 1 GHz Pentium3 to a 2 GHz Celeron isn't going to be as big a jump as, say, moving from a 1 GHz Duron to a 2 GHz athlon. -
Doubling the CPU frequency (for a given CPU) will double the speed of conversion and cutting the time by 50%. If it takes several hours to convert a movie things like bus speed or HD speed don’t matter.

Yeah this is what i saw ...
It take me now around 3-4 hours instead of 6-8 hours for the same kind of file -

1G processor to 2G processor brilliant as long as your motherboard will take it . For that size jump you may need a new MB which will probably mean a different RAM as well ie DDR instead of SDRAM
