    I was wondering if there is any program that can take automatic screen captures from a DVD, while playing, every X frame?

    Depending on how long you want to capture, I would write an AviSynth script that would open the VOBs, select the SelectEvery() function, using the criterion of which frams I wanted, and use either Virtual Dub or TMPGEnc Plus to save to either AVI or MPEG respectively.
