How can I rip just a few minutes of a DVD to an MPEG or similar file? I would like to use an audio/video clip from the Simpson's for a presentation (the scene where homer causes the nuclear meltdown).

There will be plenty of people here ready to give you the copyright violation spiel. I will not.
There's a couple of ways to do it:
1. Rip only the chapter that contains the scene you need. Then use VirtualDub-MPEG2 to select the source range and save to AVI.
2. Rip only the chapter that contains the scene you need. Then use DVD2AVI to frameserve into TMPGEnc and use the Source Range function and save to MPEG.
I'm sure there are other methods but these should get you started.If in doubt, Google it. -
Plenny of methods..
Smart Ripper will getcha just what you want if you know the Chapter
You end up with a .vob that can sometimies be included in a edit or new dvd by simply renaming the file .mpg..
Otherwise using payware like WOMBLE MPEG2VCR or M2Edit will make this extracted .VOB fully DVD compliant
You will run into the odd chapter which when extracted will contain 2 .VOB
segments..this means the scene has fallen at a natural .vob break in the movie itself and you now will either have to extract agin to 1 vob in the subsettings of smartripper..or join/merge the resultant extracted pieces with TMPGENC or other
