I am getting a fast (amd 1700+) cpu and i want a good quality video in that will work with virtual dub and WMV encoder... i stress the good quality aspect... i have an all in wonder but it ain't up to much!

Try something from Pinnacle. Basically choose a card with the price you like that can capture 60 fields per second at a high enough resolution. And that has drivers for the OS you use.
