Subtitles out of sync in dvd workshop 2 help!

After reading about a million posts on this website, I've set out to author my first dvd - with the biggest problem on hand - adding selectable subtitiles. I managed to convert to Ulead dvd workshop format with the subtitle workshop and added them to the video avi file that was there, but then i found out that no matter if i choose pal or ntsc format in the dvd program it always moves the subtitles to be out of synch a few seconds too early...
anyone knows what i did wrong?
I just can't seem to make it work in synch...

The video is originally:
576X336 @ 23.976 fps
and i tried NTSC 704X480 @ 29.97
and also PAL 352X576 @ 25

Help would be greatly appreciated...

The properties you mention for the source video are not compliant with DVD disc standards.
