Will DVD 352X480 play on external DVD Players hooked up to a TV, or must it be standard DVD specs only?

Perhaps I am not understanding what you are asking...352x480 is a standard DVD resolution for NTSC so I would say Yes

Yes, I have made half dozens DVD using 352x480 and all these discs play fine in stand alone DVD players.

Same applies to PAL although it uses 576 instead of 480 for the height
