In the capture world, what do these letters mean? Is there a thread here or elsewhere that explains what these mean and how one can use them to get better quality capture?

IPB or I or IP is the GOP.
I=Independent, P=Predictive, B=I forget
GOP is the temporal compression in MPEG.

Software MPEG encoders such as CINEMA CRAFT ENCODER and TMPGEnc and MainConcepts MPEG encoder etc. have GOP settings that by default are pretty much all you need.
You really shouldn't mess around with that shit unless you got a real good idea of just what it is you are doing.
Even then it probably really isn't advisible

I was using VirtualDub this morning and, just by chance and sheer coincidence, when I let go of my mouse the pointer was over the letter in the square brackets and then this came up:
