how do i find out wat bitrate this mpeg file i have is?
is there any tool i can use?

Ummm ... did you even attempt to look in the TOOLS section of this website?
I mean talk about lazy!

Anyways now that I've had fun berating you I will help. But these kinds of simple questions will not endear you to users of this forum.
Try either of these two programs:
1.) Bitrate Viewer
2.) MPEGProperties
Both can be found in the TOOLS section of this website under the sub-catagory of OTHER USEFULL TOOLS
