ok, ive posted about this several times and no one seems to know what this is, i encoded an mpeg using Tmpegnc to lower the KBPS, cause it was too high.......now thats ok at 1150 but the system clock ref is too high at 1084, HOW DO I LOWER IT so i can burn it as a vcd

Demultiplex your mpeg and remultiplex with any VCD aware muxer (e.g., TMPGEnc or bbMPEG). If you use TMPGEnc, make sure you put it on the setting "MPEG-1 Video-CD".
