I know ATI doesn't have an SVCD preset.......but by customizing the bit rate and other features to achieve SVCD quality...is it possible to capture SVCD quality in real time?

yes, it's possible. you need about a 700Mhz athlon/P3 to do it. search the forums, we've posted this in detail many times, but the overview:
480x480 NTSC (480x576 PAL)
1600-2300 CBR MPEG-2 (ATI's CBR is still pretty variable, and 2200-2300 should keep you under the SVCD limit)
no visual masking
motion estimation as close to 100% as you can get w/o dropping frames or getting jitters
IBP 15/3 (should be the default i think)
then demux/remux w/ TMPG. if you have a pioneer dvd player, get the "fix12c.exe" utility to fix the display headers, using "fix12c filename.mpg -v 480 -h 480"
burn -
any kind of pioneer stand-alone player has this problem?
and where can I get fix12c.exe?
