Any help would be appreciated:
I created an XVCD with TMPGenc. I then split it into 2 files to fit on 2 80 min cds. Each file was roughly 756 MB. Wanting to add chapters, I used vcdimager to insert 10 equidistant chapters on each cd. After the first one, the file was changed into an 856 MB file. vcdimager reported it was "autopadding". From what I have read, it seems I can demux then remux with TMPGenc. My question is: Why is the file much bigger and will the demux/remux before using vcdimager solve the problem?

Yes, demux and remux yor XVCD mpeg file with TMPGEnc first. Use the setting "MPEG-1 Video-CD (non-standard)".

ok, had the same problem
they would gain over a hundred mb...couldnt figure it out
didnt bother with it
i just set nero to allow overburning, bam, all fit, plays fine
(technically it was way over what was supposed to fit)
i dont believe the files are actually bigger, i just think that the computer says they are
give it a shot, its under view>>options>>advanced

When the files are padded, they REALLY ARE BIGGER.
The idea of padding is to fill each "pack" with additional zeroes so that they completely fill up one sector on the CD (i.e., 2324 bytes). For an standard VCD, every sector on the CD has the video and audio data plus 20 bytes of "padding" (i.e., 20 bytes of zero).
VCDImager will automatically do this for a mpeg stream that hasn't already had this done.
The problem with XVCD streams is that they no longer fit the normal pack size. Thus, padding becomes erratic and a lot more zeros get put in (thus the large increase in size).
Muxing the XVCD stream with TMPGEnc on the MPEG-1 Video-CD (non-standard option) will put the correct pack size in and so the XVCD stream masquerades as a normal one (and thus VCDImager will accept it).

I kinda sorta understand about padding
I know that about 15% of a non compliant file is padding (about 105mb on 700mb)
I know de-mux / mux with TMPEGenc - VideoCD (non compliant) is good for xVCD's
what i wanna know is there a correction for xSvcd's (mpeg 2)
mpeg2 program(VBR) won't work
(I can author with most programs, but they all have same results cause of padding)
