I have AC3 file which someone encoded with annoying DRC (Dynamic Range Compression) settings so I have very bad sound - in silent scenes volume of background noise goes higher and higher and when dialogs start, it abruptly goes down. It is verry annoying to hear...
Is there any tool that can fix this and "undo" DRC (reduse noised parts) on AC3 or WAV ?

Doubtful. You would have to use an expantion algorythm like the ones found in wave editing programs or even a hardware expander. But you would need to know the attack and decay times the the compressor was set to otherwise you going to get horrendous pumping artifacts that would just add insult to injury.
