Whenever I try to encode anything in Divx in this program, the result is a heavily artifacted video. Has anyone ever experienced this before and/or fixed it?

Don't use Premiere to do it.
Use TMPGEnc to do it....
What ever format your video file is in...say AVI or mpg
exit the wizard in TMPGEnc and go to the option menu > environmental settings > VFAPI Plugin
in that list you should see your DivX codec. If not you need to install it. Once installed....load your video file and then goto File > Output settings > AVI
when the save window comes up you should be able select settings beside your video setting, click the setting button and a box will popup that will let you select your DivX codec.
Now if memory serves me correctly, there are several settings that you can play with in the DivX settings if you decide to adjust them.
I don't think Premiere handles the DivX codec very well, I don't do DivX anymore so I've not tried it with Premiere.
