I was wondering can I fit more video using mpeg 1 instead mpeg 2 on a dvd? Quality really is not an issue on this dvd. I was looking at the settings in tmpgenc and I saw something about 495 minutes on a dvd with mp2 for the sound. What determines how much movie will go on a dvd?

a vcd-compliant mpg1 will have a bitrate of 1150Kbs for video. You can have the same bitrate in an mpg2 file as well. as long as your GOP parameters are correct and the audio is 48Khz, the mpg2 will work just fine in DVD authoring programs. Personally, with the same source > product, I think an mpg2 will look a little better/cleaner then mpg1, but that's probably a bit of an arbitrary call.
495 minutes seems a bit high, I've had a couple of vcd>dvd projects that have had around 430 minutes, but maybe you can gain more by jacking down the audio......hmmm, maybe for mpg2 you could even drop the bitrate below 1150.....I've never tried it.
