Hi all,
i have been asked by a friend to copy a few films to MPEG1 and using OSEx and ffempeg i've had good results.
the only problem i have is he needs them to be 320 by 240 pixels and the bit rate needs to be 1.3 M Bytes/sec. also the films need to be changed from NTSC to Pal.
I have got the pixel size of the film right but when i try and change bit rate it seems to have no effect on the encoded film. also when i change the film to Pal the audio isn't in sync with the video.
has anyone seen this problem before?? and does anyone know how to do it properly??
My process is rip to .vob using OSEx and then use the fast VCD preset changing the bit rate and the frame rate.
