Is it safe to say that if i want to convert an avi file of a bitrate of 1400 kbps to a SVCD file and i want to keed the exact same quality i should convert it with a bitrate of also 1400 kbps ?

Absolutely not. There is virtualy no relation between Divx/Xvid and mpeg-2(or mpeg-1 or that matter) bitrates.

So what bitrate should i select if i want to keep the same quality when converting AVI into SVCD ?
Is there any rule ?
