URGENT Problem cutting and mpg with tmpgenc

In the merge & cut options I can cut pieces of the movie, like from minute 3 to minute 4, but if I want to cut a piece from minute 11 to minute 12 or any number of minutes with two digits, after pressing run it will give me the error of "illegal mpeg video stream" but the wierd thing is that it does not have a problem with one digit minutes.

Is there a way I can fix it or can you tell me another program that can cut a mpg file without modifying its quality.

Womble MPEG2 VCR is the best mpeg editor there is. I use it all the time. It has single frame accuracy with no recompression.
