  1. Is it possible to have a svcd with a bitrate of 200 kbps
    or a svcd with a bitrate of 7000 kbps ?

    If you click on the What is SVCD link to your upper left it tells you the max and min bitrates which the SVCD standard supports.

    You can outside of those standards if you want, but it will be non-compliant and may or may not play on any given DVD player.

    2600 kbit/sec
    is the max for a svcd but i don't see a minimum

    So what you are saying is that if i try go go upper the max value it might not play on a dvd player ?

    What if i put the bitrate as low as 200 kbps ?

    The What is SVCD link says it all. The max for video is 2600kbits, the total max (video + audio + subs) is 2778kbits. It doesn't list a min requirement because there isn't one. You can go as low as you want, though obviously some amount of bits have to be applied to each frame. I always encode in VBR with a min value of 0. This basically just lets the encoder apply the min for you. If you are talking about using a CBR or avg bitrate of 200kbits, well I don't think it will be watchable.

    SVCD compliant players are only required to play compliant SVCDs. So if you make a non-compliant SVCD then yes on some SVCD compliant DVD players it will not play correctly, or at all. Some players are more leniant than others.
