subtitle problem

i encoded a svcd with the following parameters
(source is 640x480)
- Size: 480x480
- Aspect Ratio: 16:9 line 525 NTSC
- Source aspect ratio: 1:1
- Video arrange method: Full Screen(keep aspect ratio)
.....this comes out perfect

Now....i also did a 2nd encode, same source:
- Size: 720x480
- Aspect Ratio: 4:3 525 line NTSC
- Source aspect ratio: 1:1
- Video arrange method: Full Screen(keep aspect ratio)
....in this case the subtitles were partly off the screen
the clip is hardsubbed
Any ideas of a solution to this, any way to encode at 720x480 and not have the subtitles going off the screen
