motion blur

Hello, I am using smartripper to rip a dvd then dvd2avi to get my d2v and audio file then I go to tpmpg 2.0 to do the conversion. The dvd in question is t-2 ultimate edition. The problem I am getting is a weird kinda motion blur during the action scenes. I just did a (x)vcd at 480 by 480 at only 1150 kbs. The motion search is set to high so I dont think that is it. Any help would be greatly appreciated.

hmm
u are using too many pixels for that bitrate..
try 352 x 288 instaed (if the source is PAL)
if u use 480*480 you should atleast have 1800 in bitrate.. thats my experience anyway....

the film is in ntsc, sorry I should have clarified that one. It seems that I have that problem on higher bitrates as well but I will try just the standard 320 240 at 1150 and see if I get the same. Thanks so much for the great advice.
