I've been using TMPGENC to convert DVDs to (S)VCD. Works fine, and I know that there will be some quality loss when encoding to a lower bit rate and to the smaller frame size . My question is, is there any way to reduce some of the "halo" noise around objects (especially people in the video) so it isn't as pronounced when converted to S(VCD) ?
