I've noticed that some of my dvd's give me the option of widescreen & regular. I know the widescreen has to put black bars on top & bottom to make up for the fact that my tv is just regular. I am encoding anime using TMPGEnc Plus. Whenever I encode, i always notice that a part of the episode gets cut out when i play it. I notice this when I half the picture with the Zoom function. What settings should I use so I can make my (X)SVCD's play widescreen like my dvd's.

Sounds like overscanning, this is normal. If your source material is not widescreen, then encoding it in 16:9 format will make things worse. Either a much smaller picture or a very streched picture.
Overscan - The area at the edges of a television tube that is covered to hide possible video distortion. Overscan typically covers about 4 or 5 percent of the picture.
