I'm trying to burn a movie to vcd. When split evenly, the files are just barely too big for a 700 mb cd. I tried converting it to NTSCFilm because i thought having the frame rate lowered to 23.96 would make it smaller than 30fps, but it didnt. Anyone have any ideas besides getting larger cds or chopping out any parts of the movie?

While switching to 23.97 fps won't change the filesize, it will dramatically increase quality.
Your eye won't notice the difference between 29.97 and 23.97(hell, DVD's are 24 fps) but you will certainly notice the bitrate.
Think about it, the bitrate is absolutely constant, so less frames per second means more bitrate per frame.
Of course, since you didn't mind how bad the quality was at 30 fps, why not lower the framerate to 24 fps AND lower the bitrate a little? Then it'll fit on 2 cd's.
