  1. HOW CAN I OVERLAY A PORTION OF A VIDEO ON A PICTURE, MEANING I WANT TO CUT OUT A PART A THE VIDEO AND INSERT A PART OF A PICTURE FRAM BY FRAM SO THE END RESULT WILL HAVE THE PICTURE I INSERTED IN THE VIDEO FRAMES.

  2. I assume you're talking about two still images, and not playing video. If so, it's very simple. Capture the video frame (most players and editor will allow you to capture a frame and save it). Then, use a Paint program like PaintShop, cut out the image you want, and paste it on top of the other. Then save it as one image...

  3. Actually I'm talking about putting the combined picture and video frams back to video so the finished video has the modified frams.

  4. I take it you want to put either part of a video clip into a still image OR putting a still image into a video clip right? (actually both are the same when you think about it)

    You can do this with Adobe Premiere. Get your still image into an image editing proggy (e.g., Paint Shop Pro). Select the parts of the image you want to have the video in it. Now delete it, and fill it up with a block colour (e.g., blue or green). Save.

    Now with Adobe Premiere, you can import your video and still image. Put your vidoe as Video1 and your still as video2. Now, you can set the transparency of the video2 clip (e.g., blue screen, green screen, chroma, etc.)

    You will have to play around with these proggies to work it out yourself.

    If you can get your hands on adobe after effects it can do this very easily. You just drag and drop any still picture or moving picture onto another still or moving picture.
