video won't play correctly

i've got a video on my comp and want to convert it to vcd but for some reason it won't play correctly.
When i play it after about 3 or 4 seconds the video freezes the but the audio carries on.

So far i've tried scanning for bad frames which found nothing and video freezes using VDub-mp3-freeze and that found nothing wrong.

I'm pretty much out of ideas so if anyone here can help i'd be really grateful

Its most likely a bad encoded file and only plays the sound track with no video for the rest of the track,nothing you can do about that except curse the person that posted that file.
