When you encode or resize a video you lower the quality

You cant encode a low quality video (mpg) and encode with divx to make it dvd quality it will look worse than what you started out with

You can only go from High quality video to low quality video

The first thing you should learn about this hobby is that you need to start with a great source to end up with a decent destination file. You can even start with a good source and end up with an ok file, but you absolutely CAN'T start with a bad source and end up with a great file. To make a long story short, you can't turn shit into gold. If you want a nicer video, make one yourself from the original source.
