I am preparing to move to europe and have to decide whether or not to make a PAL specific version of my DVD reel. (I am a commercial film director). If my NTSC reel will work on the computers over there then perhaps I will avoid the conversion issues.

I am NTSC R1, and I've been watching PAL DVDs on my PC for a long time. Computer are not -NTSC or PAL-, so I wouldn't bother converting them to PAL. Of course, it wouldn't hurt you to.
But,, Computers do not care about PAL or NTSC, it's ignored and irrelevant for playing DVDs -
Computer Dvd drives are region coded but they allow 4 changes anyway if needed.... if its Home stuff then no problem.
Corned beef is now made to a higher standard than at any time in history.
The electronic components of the power part adopted a lot of Rubycons.
