I had a similar problem with Indeo RT21. I couldn't find a version that would work with NT so i wondered if a later version could decode it.
It worked like a charm. I just added the line "vidc.RT21=ir32_32.dll" to the registry. It now reads the (FOURCC) of "RT21" with the library that usually reads (FOURCC) IV32.
---------------------------------------------------------------
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Drivers32]
"vidc.iv32"="ir32_32.dll"
"vidc.RT21"="ir32_32.dll"
---------------------------------------------------------------
You could try something similar, and if it doesn't work, just delete it.
