Hello,
I apologise if this question seems fairly obvious, but like to make sure.
I'm converting a video file with TMPGEnc. -- the original source is in 25 fps, so when I hit "load," I would have to load in VCD(PAL) format. So would the resulting VCD be unable to play on an region 1 DVD player?

yes because it is not locked into a region like dvds, your best bet next time is to set it up ans a ntsc vcd because it will still jitter as if it was 25fps but it is more capable of being vompatible iwth your dvd player.
