    I wonder if VirtualDubMod will do it? It lets you join AVI's, and it supports AVI, OGG, and MKV.

    If it won't let you join them as OGG then remux to AVI with VDubMod using Direct Stream Copy, merge your files (Append Segment), then remux back to OGG.

    Couldn't hurt to try.
