Hi, I have a number of AVI and MPEG files I'd like to make DVD-compliant so I can store them on a DVD, but many of them are too small (eg. 320x240). Is there any way I can make them seem bigger without inflating their size so they will be accepted? Thanks,

No, if the sizes don't fall into any of the valid DVD resolutions, you pretty much have to reencode. When it comes to AVI this is the case anyway.
If it's not mpeg2 video - then you might get away with just patching the mpeg with SVCD2DVDMPG (and resampling the audio).

At 320 x 240 you can't. If you have a look under "What is DVDR" on the top left you will find that 352 x 240 is a valid NTSC DVD resolution in either MPEG1 or MPEG2. If you convert your MPEGs and AVIs to this frame size and keep the same aspect ratio, you will just get a couple of black bars on either side of the actual video. For DVDs the audio must be 48KHz so this is another thing to consider.
    If in doubt, Google it.
