Ive been encoding svcd at 720 x 576 , is this better or worse than 480 x 576?

depends if you want to create DVD its fine. But if you want a SVCD compliant stream you should switch to 480x576.
Plus your bitrate will be "spread" over less pixels so more available to give you a better picture -
As boas999 said the higher the resolution the higher the bitrate you need for the same quaility. Most people agree that 480x480/576 is more than good enough, as we can't reall see the difference. Now ???X240/288 makes a HUGE difference
So for a given (often low compared to DVD) bitrate you should be better off at 480x576. However, this is all subjective so if it loooks good to you that's all that matters. -
480x480 is more than good enough for me... I find that DVD's are seriously overkill. Using my stand-alone DVD player and TV, I can zoom in 2x and still not discern between DVD and SVCD...
