Which mpeg encoder can do this?

I have tons of mpeg1 and mpeg2 files. I would like encode all of them to mpeg1 file format. During the encoding process, I would like to change the resolution and bitrate, also put my logo in the file. Is there any encoder which can do the job and batch process all the files all at once?

you could dump them all into sony vegas -add a logo and encode them ...

since there is considerable script support in vegas .. maybe you could do even more with an exsisting script or write one on your own ...
