TMPGe and Chapter Help Please.......

Is there an easy way to create chapters with TMPGe? If there is, I'm apparently missing something....

you typically create chapters via the DVD Authoring tool you use, i.e. TMPEGDvD author, etc. not during the encoding step.

TMPG DVD Author is Basic and really simple to use. There are other authoring programs that probably do more, but for noobs such as myself, I can't imagine an authoring program being any easier with the same features. I think they have it for D/L on the left.
