i was just wondering if i had a video file and it was encoded still with picture is there anyway i can slowly make it go blacker and blacker

Ulead VideoStudio V7 trialware but it doesn't include either "Fade to black" or "Cross Fade" transition effects in the trialware version. It has "Dissolve".
Put a black image (color screen) at the end of the file and give it a running time like 5 seconds. Put the "Dissolve" transition effect between the end of your video file and the black color and give it a running time of like 3 seconds. Test with the play clip button.
Upgrade to the full version to get the better transitions. I believe the one you are thinking of is "CrossFade" effect. Very nice.
