I am using Adobe Encore after having problems with DVDLAB. I have given up on that app, too many bugs.
I loved the feature in DVDLAB where you just drag the frame from the preview window on the menu as your background and for your scene selction menu.
Is there an app you can use to take good quality .jpg or other image file format to be used in the Adobe Encore.

Sorry I did not mean final touches but creating images in the first instance from mpeg files.

Most DVD player programs can play MPEG files, and can also save screen captures. The exact key combination varies by player.

Print Screen button on most keyboards seems to work like a champ, too...
Definitely Photoshop. -

For motion backgrounds...I suggest photoshop and after effects (with the Trapcode 3D stroke, shine, Lux and starglow plugins) and even Premiere if you have it.
