after encoding in TMPG, will the vid be as big as the screen

it says resolution is like 300 or something by 200 something, (not accurate, but it works when i tried to burn it as a vcd), so if i watch it on my big screen, will it be this tiny moving picture or will it fit the whole screen?

That would most likely be 352x240 (or 352x28 and yes it will fill the whole screen.
