i am trying to encode and VCD MPEG file (4:3 NTSC 29.9 fps)to a DVD MPEG2 16:9 file on TMPGenc.
Every time i do this the audio & video on the new file are out of sync but not so on the source.
What can i do?

Just to save you some time in browsing, you'll notice that the incoming stream is 41000hz, and your outgoing stream is 48000hz..This means that your sound is being sped up, thus synch problems...
Look at demuxing the source audio and video, resampling the audio separately in an audio editor to 48000hz, and use this new resample as your audio source for the new DVD encode...
