Change Chapters?

Hi

I'm absolute new here so sorry If I asking anything what's already asked hundreds of times

What tool should I use to simply change the chapter times of a DVD, without re-compressing the video or anything else.
I only want to edit some info file where the chapter times are stored, and then burn the DVD onto a new blank disc.
Please help me, I only want a simple tool for that, with all the other programms I first have to rip the movie, convert it to mpeg, make a menu... too much, only new chapter-times are needed.

It can be done (in theory) in the way You want with IFOEdit, but it is nearly impossible as there is much more information stored, than just chapter times. (BTW this info file is .IFO) Also chapters can't be inserted just anywhere.
Real way is to reauthor with any authoring tool (including IFOEdit). You have to rip into MPEG this way though.
