Has anyone encountered this issues when converting fullscreen from original widescreen format using tmpgenc; the resulting video has horizontal lines & it becomes obvious during fast action scenes. Any advise?

So you wanted to convert a 16:9 source to 4:3 and the encoded MPEG has horizontal lines in it? Could be a lot of things, first tell us how you're making the converison. It could just be interlacing.
