  1. I have a divx video that is 720 x 288.
I want to put it on dvd but dvd doesn't support these dimensions.
So I'd like to put a boarder around the video such that the new
    dimensions are 720x480.
Does any one have a directshow filter that will do this?
Or know of another piece of software that can do this?

you can do it while you encode with tmpgenc , main concept or canopus procorder

or pre do it with avsynth or virtualdub (and frame serve it)

Or how to add the stips above and below the video.

add resize filter - in the top part enter 696 x 280 and then check letter box and enter 720 x 480 in the bottom part ...

this will get you top and bottom borders and includes for overscan but still you may want to change it to squeezed anamorphic if you are going to make a dvd ...

  5. Thank you.
Man its gonna take 11 hours!
I plan on viewing this on my 16:9 screen.
    Any special considerations?

convert it to anamorphic wide screen then .. you could have just encoded it as 720x480 16:9 DAR as a fast dirty way.

or use v-dub again and resize it to 696 x 400 and set DAR on your mpeg encoder to 16:9

this will give you an anamorphic wide screen
