DVD Conversion Programs

I'm having trouble about where to post this thread so I'm just going to post here and let you mods decide.

Anyway, I was wondering if there was any good programs out there that can convert to MPEG-1 as well as MPEG-2. It can be freeware or normal software. I'm used to using TMPGEnc, but I can't seem to find TMPGEnc Plus anywhere in stores. And I don't know how to pay for their download version either. Also, any good DVD authoring programs (that can support AC3 as well)? Again, freeware or software?
