What to do with a 352x288, 23.976 MPEG1 file?

This file is a non-compliant mix of PAL resolution and NTSC framerate, so VCDEasy gives an error. If I ignore the error will the resulting disc play on a settop player?

If not, is there an easy solution, like an MPEG framerate changer (like AVIFrate for MPEG) that doesn't need to reencode?

I don't know if it will play on your player, but why don't you try putting it onto a CD-RW? That way, even if it doesn't, you haven't lost anything.
